Kenpoku literally translates to "prefecture in the north". However, the cities are so large and spread apart you'll rarely hear it referred as "Kenpoku" and more by the respective cities' names.
Northern Miyagi is a vast mysterious land filled with mountains, rice fields, and all kinds of wildlife - from pheasant to bear, and even tanuki! The biggest city in terms of population in Northern Miyagi would be Osaki with a population of around 128,00 people. For comparison, Sendai's population has just over 1,000,000 people.
